I have to restart it a bunch of times and fiddle around with 'Xbox support' thing.So it may be that you just have to do some stupid things with Steam, like opt-out and opt-in to beta, switch 'Playstation support' or restart Steam a bunch of times.Also, you may go to Control Panel - Devices and Printers - right click on any game controller there - Game controller settings - click on Dualshock - Properties and check if buttons are registering there.
